Winscript Live includes a Generic Midi Device product file that allows you to send MIDI commands to a device. Add a new device in WinScript Live, choose manufacturer: "Generic" and model: "Midi".
Now, you can use the Note On, Note Off, Control Change, and Program Change events for that device to send MIDI commands. Right click on the event and use the "Event Wizard" to see the parameters and descriptions.
